Hints:
Choose a large free space on map with grass or/and sand there and build barracks. Large empty space around will be needed in the future, since this building will occupy 9 cells (3x3) in the future. For such upgrade (from level 3 to 4, and 8 to 9) you need to build up same buildings (level 1) nearby (as image shows), so your workers will know how the building should be built after upgrade

First of all, they tried to put too much information in a tiny box. Secondly, the mentioned buildings are multi-cell, and can take up a 3x3 area (9 cells).
- Find a nice open area in your city
- Click one of the empty cells and build a barracks.
