Since you need a hero just to do about anything Costs me 10gold per day just to maintain two heroes on Aragon... I agree to say that it would be fair on that server too since after all –as Monie314 mentioned– it also is a BETA server on which no action can be performed out of your cities without a hero...

Not just because of the multiple heroes...
