do i have to declear war first, i have but no red flags appear on the valley screen, i tried to take over a city it said 24hrs when that was up the clock started angain and kept doing this . am i doing somthing wrong?

u dont declare war on players that are inactive or have gone nocommander
idk might be a glitch...do you have a level 10 library at 100%? (in other words does it say you can control two cites?)
