Am i right in saying you can have more than one free hero only if:
1. You have a subscription running continually.
2. You get another free hero when you have more than 7 cities

Correct.
However, do not forget about the "Conditionally Free" heroes. These heroes are free until the first time they die. The Wiki does a good a good job of explaining the heroes.
