I have a question on this red shield thing. If I click on a greyed out owned site and it comes up red stripe and says it is protected from attack by powerful players but the campaign button is lit up to allow me access does that mean I can rob it just not attack the castle? does the green stripe mean its ok to go? Does it matter if it is my own clan or not?

If the city is gray (either inactive or neutrals), then the newbie protection is void. 3rd tier protection (the last tier of newbie protection) protects the player from players who are 3X (I think its 3X) their player experience points (check the mouse over of your rank to get the exact number for you).
I'm assuming that you are talking about a green flag above the town correct? That means they are vassals, and no you can not rob or attack your vassals, you can only aid them.

Ok thanks for the info about the red stripe on shield and newbie protection. Concerning the green issue,I was talking about a green stripe on the shield not my allies blue flag. My allies have blue flags on their Castles on the map. Is the green stripe the last tier? In addition, is there a penalty for robbing and or killing a greyed out cities hero ? Reputation with the King?

can you describe the mouse-over of the green shield? there are three tiers of newbie protections. I think green is the first tier, which mean they have a 2 week protection from all attacks.

I do not know how this works, its a new feature. I think the higher the number the, the more rep you have with that king (although I do not know if it can go into the negatives to show dislike to the king). Sorry.

Thank you for your comments, they are most helpful. The green stripe thing is in place of the red and it says protection from building destruction as opposed to attacks from powerful players. I have gone 15 or there about times to one of these sites and noticed marauders present in most green stripe locations which of course were promptly dispatched. Again thank you.

Oh! then that is tier 2 newbie protection. On that tier, attackers can not demo any building (and I don't think they can capture either but I'm not 100%).
So lets recap:
Tier 1: No attacks (2 weeks)
Tier 2: No demolition [maybe no capture] (2 weeks maybe?)
Tier 3: No attacks from 3X+ players (2 weeks maybe?)
