Is the only way to expel an Order member by dissolving the treaty. In which case I lose would lose the reputation points. But then I suppose that's only fair as, Order Master, I accepted him in the first place.

Depends on how long the person has been in the Order. For every day the player is in the order, the reputation penalty decreases by 50 points. If the order master expels a member, the order master takes half of the penalty and the member takes the other half. If the order member leaves, they will take the whole penalty.

This member will neither pay his dues nor leave voluntarily. If I only have to wear half the penalty points that's better than all.
