What happened to the tactic cell map???? I can't get it on screen How do i see the tactic screen?

This is a no-tactics server (like aragon).

I did and the log in screen shows "tactic On" unlike aragon, where it shows "tactic off" If i had known i would have never started playing here ..lol I like Tactics.
How do i see the tactic screen?
