In the first picture, I showed a city inside my contour, but I don't know why I was able to block in an enemy without their permission. In the 2nd one, there are many, many examples where people have additional layers to their forts without a city in between each layer. Below is just one of those examples. Thanks.

Basically, I'm guessing if there is a place to put your city then you must place your city there to be able to build a fort. I'm assuming its ok to double up like its shown...
