Hithere...I tried several times to close a contourn..block an enemy contour more specifically...and once I transform the territory...never appear to finish,,,is that a bug or there is a reason for it?

Guess I shouldn't have been able to do this then, eh? We are 2 order masters at war and were at war prior to the construction of my outer contour and no permissions were given.

Can you please clarify? In the first picture, I showed a city inside my contour, but I don't know why I was able to block in an enemy without their permission. In the 2nd one, there are many, many examples where people have additional layers to their forts without a city in between each layer. Below is just one of those examples. Thanks.

me either (that screen shot was from alpha correct)...
I'm guessing, if there is room for a city, let there be a city, otherwise, let there be another fort... Basically, I'm guessing if there is a place to put your city then you must place your city there to be able to build a fort. I'm assuming its ok to double up like its shown...
