I HAVE TRIED EVERY OPTION OF "CHANGE PARAMETEERS OF ARMY" LOCKED, UNLOCKED AND IT WILL NOT ALLOW ME TO SELECT OR TYPE IN ARMY NAME TO SEND ARMY TO ANOTHER CITY. I HAVE READ POSTS AND TRIED MULTIPLE ARMIES AND THIS FEATURE DOES NOT WORK. I HAVE SEEN POSTS WITH SAME QUESTION AND SOME WITH ANSWERS THAT DOE NOT WORK OTHERWS WITH NO ANSWERS. PLEASE HELP, AT THIS POINT I CANNOT SEND ANY ARMY TO ANOTHER LOCATION.

Don't use all caps. It makes me off and less likely to help you.
So are you trying to make a fixed army? ex-one where if you go to the attack screen enables you to select it and automatically choose certain troops to send off on attack?
It works for everyone else so you must be doing something wrong. Go to the tactics screen and highlight some troops. Click on the parameters button, click the lock and then complete army. Then go to the attack tab, choose the city with those troops and you should be able to send off that entire squad with a single click rather than individually choosing each troop.

Still doesn't work. Also You cannot "Click on the parameters button, click the lock and then complete army." Once you click the Lock it causes a refresh which unselects the army, to "complete the army" you must reselect the troops and the "parameters" icon. Once this is done the "Lock" symbol appears in the parameters next time you select army and select parameters icon (upper right icon). Going into attack does not allow you to select this army or to insert it by name. Still comes up no army or city found. And yes a city with coordinates is displayed in the attack area below. This function still will not work. I followed what you wrote as best as possible as it left out steps. I have seen other posts having same issue.

wow...these posts almost amuse the out of me. I have never and repeat never had a problem with locking groups. I've also never had to do this multiple click thing.
I've always just clicked on the army, clicked paramters, and then clicked "complete the army". I'm not sure where you guys come up with this technique of having to click the lock before doing anything...from what I've seen, the lock doesn't even show until the squad is already locked. If you're talking about the lock next to the "complete the army" button, you guys obviously can't read because that one UNLOCKS the group.
If you scroll over the "Complete the Army" button...it states "Save configured army setting and close army (fix squad)"
The lock next to it states "Save configured army settings to a normal (non fixed squad) army"

I appreciate the responces but don't appreciate the critism, if you don't see the same affects others do, be thankful rather than critical. I can read just fine that is not the issue. The issue is people are posting issues with this feature on the forums and hope for responses that will assist them in gameplay. This feature and the whole process of attacking is not well documented. Crimson thankyou for your help, I don't know why it shows the second locked symbol and still does not allow me to select that army/units in the attack screen. Guess this is not my game.

the locked armies appear under the unassigned troops in the column on the right on the attack screen. This is how you select the "locked" or "assigned" troops that you want to send on an attack. Look for icons like you would see in the tactics screen for the "locked" troops. The small icons make these units a little harder to spot than the unassigned troops.
