I tried that but the troops stay on the exit point and never leave the city. they been stuck in an enemy city for 8 hours and they can't leave even when I tell them to.

There are four exit points in the cities and Adventure Huts.
N E W S = North East West South
One at each corner.
And they do not all have to be on the same exit point.
BUT, until they are all on AN exit point, you cannot send them home.
I had trouble with that a few times, even on Firefox, and found that by logging out and back in again, I can now see that there are some stragglers who are now not on an exit point but appeared to be there before the re-log...
