If you have big rocks all around your city, can you just build walls imbetween them and still be protected? Or do you have to Terraform them and build a wall in its place?

all units can pass rock so you need to terraform. just an idea but just put walls around your entrances instead of around your whole town...

RugsAES, switch to Tactic mode and look how your army moves on the city map, so you'll understand which places you need to block.
