first u must have a level 6 castle
click on a sand, grass(not visible in winter weather), forest, or mountian tile, then an option to terraform should appear
it takes 12 hours or u can pay gold to automatically finish it(this is part of the latest build that hasn't been implemented into grail, only beta so far...)
