You start the mark tower and send a unit to the mark tower (I usually send a scout).
You then have 2 options:
1) wait the 24 hours to manually transform your mark tower into the desired mercenary camp, or other options depending on what you are trying to do.
2) click on the mark tower building and select your option, and then it will build automatically when it finishes in 24 hours.
