the item Old letter says you will get the cinty control point if you control less than 3 cities. i have 5 cities and 6 control points, will i get city control point if i down my cities to 2?(will i be able to use old letter)

No, you won't get the city control point if you already can control 6 cities.
What matters is the number that shows in library.

No, you can not get city control point from this quest anymore if you already captured another city.
