They will increase the arrival of royal guards in your cities. That means if you have enough ressources and mercenary points, you will have the option to hire more royal guards if the scroll is activated.

Remember the small number in the picture of the royal guards when you try to hire them in the castle? It indicates the total number of this unit you can hire at the moment - if you have enough ressources and mercenary points. This number will re-generate quicker if you use the artifact.
The scroll does not actually give you royal guards, just ...

Not too sure about the last one, but I think all offer random events (free resources, troops want to join, etc)

Bust Of Juno gives a random artifact
Bust of Claudius gives a Kingdom Event or diamonds
Flowers - I think gives a Kingdom Event also - havent used enough to know
