Yes, contracts to order members can be changed after being set up.

I can think of one, that would be to allow a player to give out artifacts from the order storage. But you could of course appoint war ministers or an order council, without directly giving up any controls.

I'm not sure where exactly this is, it might even be at another place on new servers. But try the button next to the one that brings you to the artifact storage of the order. Also, when you're in the artifact storage, look for more tabs, in one you should be able to allow / disallow the order artifact access.

You are trying to put a tax on your own order members? Are you talking about the entry fee into your order or something else? I don't get it.

No, this should be possible.
I can't look at the situation from a order master's point of view, but me as an order member, I can "suggest new terms" to my order master. Either tell your members to enter the new conditions via that option in your profile, or look out for vice versa option for you (as an order master) when you're in your members' profiles.
