I know that this has probably been asked a thousand times over, but could someone please take a second and explain how it is possible to abandon a city, and take over another one instead? I appreciate any assistance.

You can discard city by pressing to the city name. The "city rename" menu will open and there you have to enter the security code to be able to discard the city. I hope this will help you.

Log out. Then log back in but before you select your server, under your name should be a profile button. Click it. There you should be able to set your security code.
