You can find artifacts when you send your troops into the adventure huts. The easiest one is abondoned mines. From time to time to get artifacts as Kingdom Event.
Heroes level in fights.

You can find them on the valley map e.g.:
druide temple
blackrock castle
monsters cave
etc.
