With a normal inland city it is possible to defend it by building a wall and fort completely around it.
With a seaport however, because you cannot build a wall on the seaward side, and thus complete the wall, you are also unable to build a fort.

Do you know if this is an oversight on the part of the developers or has been done intentionally for some obscure reason?
