Just wondering if there is a history or logs of when you have discarded a city? I am trying to discard a second city and it is saying I need to pay 1050 gold, which works that I have only had this city for 9 days and I need to keep it for another 21 days (1050/50=21) before I can discard it?

I am sure I discarded the last one longer than 9 days ago :(
Any help would be much appreciated.
