But if you mean people that are inactive and there cities are gray then i have no idea what they do to them You could ask the moderators on that one.

You provided the information for any other server, but Alpha is special. kgb6666: The developers have mentioned the possibility to kick inactive players from this server and replace them with active testers, but for now they are not taking such actions. (My personal opinion is that they will do that in the future, but we will see.)
