If i abandon a city does it free up me to have a slot to gain another and do i loose all troops that i created there even if i move them all out and put them in another city as a supply city.....

Of you register all the troops from that city into another one then no you will not loose anything. What is there to loose?

Yes, that city control point will be free again.
You lose the troops that were registered in the city you abandon. If there weren't any troops registered there, you will not lose any. That goes for normal troops (barracks, stables, workshop). If you had an obelisk or a fountain in that city, you might lose mercenaries.
