I captured nonCommmander City. But I can't build rally point my new city because it don't display buildings part. Is this somethink about Aragon? I can't find any information about that forum or wiki.

kadavra Aragon server only allows one rally point to be built in all your cities.
So I think you already have one in one of your first cities/your first city.

That mean that all build troops in that server go to one city?

All troops go to the city with the rally point.
If you do not have a rally point at all, I don't know what happens, but I guess the troops appear in the city they were trained.
