I do not understand merc's why have them in an army do they cost population like normal troops? I am also having problems getting a pop large enough to get my oblelisk to lvl 10?

for obelisk level 10 u cant have ANY troops in that city, and not all other buildings can be maxed out.
merc "pop" is glory points, the stuff u get from obelisks
