well, I have a campain in one city, and was trying to send one, a campain, to another, different, city but could not, so I was wondering if there was somthing I had to do/ build that would permit said multiple campains, or if this is part of the problome I am exsperiancing with the game.

is the person you're trying to attack protected maybe? there sould be some time of bold red letters that pops up if you can't attack for any reason.
